Leaving waste outside the designated containers is a minor offence under Section 117(1) and (2) of Act No. 541/2020 Sb., o odpadech (the Waste Act). Behaviour of this kind not only spoils the appearance of public space, it is also a nuisance for residents who live near the bin collection point.
The Act provides that an individual who sets up an unauthorised dump or leaves waste outside a designated place may be fined up to 50,000 CZK. 

Our aim, however, is not to frighten people with fines — we would like everyone to treat the environment and their neighbours responsibly. Where such behaviour is repeated or deliberate, though, we will have no choice but to report the matter to the competent administrative authority.

What to do if you witness a situation like this?

1. Assess the situation and your own safety 

  • if you are there in person and do not feel threatened, you can politely ask the person to clear the waste away properly

2. Gather evidence

  • photograph the waste being dumped so that the incident can be documented for any subsequent proceedings

3. Contact the municipal police

  • report the incident to our officers, who can deal with it on the spot or take further measures
