2. Reason for and manner of establishment
Legal basis: The City of Karlovy Vary is a public-law corporation within the meaning of Section 2(1) and also a statutory city within the meaning of Section 4 of Act No. 128/2000 Sb., o obcích (on municipalities), which is the basic legal regulation governing the activity of the city.
Historical basis: On 14 August 1370, in Nuremberg, Charles IV granted "his faithful subjects in Karlovy Vary" the privilege of the Loket town law, i.e. he elevated the settlement by the Hot Spring to a royal town. He thereby laid the foundation for the further successful development of the already existing spa.
