Accessibility statement

The Karlovy Vary Municipal Police undertakes to make its website www.mpkv.cz accessible in accordance with Act No. 99/2019 Sb., o přístupnosti internetových stránek a mobilních aplikací (on the accessibility of websites and mobile applications) and amending Act No. 365/2000 Sb., o informačních systémech veřejné správy (on information systems of public administration) and amending certain other acts, as amended, which implements Directive (EU) 2016/2102 of the European Parliament and of the Council.

1. Compliance status

This website is partially compliant with Act No. 99/2019 Sb., as amended, owing to the non-compliances and exceptions listed below. The assessment examined conformity with the harmonised standard EN 301 549 V3.2.1 and with the WCAG 2.1 standard at level AA.

2. Non-accessible content

The content listed below is not accessible owing to non-compliance with Act No. 99/2019 Sb., or statutory exceptions apply to it:

  • Videos published before 23 September 2020 — older video content has neither captions nor audio description (criteria 1.2.1 and 1.2.2 of the WCAG 2.1 standard). Pre-recorded multimedia published before that date is covered by the exception under Act No. 99/2019 Sb. We are gradually adding captions to new videos.
  • Scanned PDF documents published before 23 September 2018 — a number of older PDF files (meeting minutes, archive materials) do not meet WCAG at level AA. Office documents published before that date and archived content are covered by the statutory exception. If you need such a document in an accessible form, please contact us (see section 4).
  • PDF documents with speed statistics — the monthly overviews from the speed display signs are exported by the external GEMOS system as PDF files, and we may add a JPG preview. A fully accessible version is not available. If you need the data in another format, please contact us.
  • Third-party content — embedded YouTube videos and OpenStreetMap (Leaflet) maps are provided by third parties and their accessibility depends on the operator. These elements are given a descriptive title on the pages. Videos are loaded only after activation by the user (a play button with a text description for screen readers).

This statement was prepared on 18. 6. 2026, last updated on 3. 7. 2026 (clarification of the compliance status, of the method of preparation and of the section Use of cookies).

The statement was prepared on the basis of an assessment carried out by a third party — the developer of this website, the company AETO s.r.o. The assessment examined conformity with the criteria set out in the Methodological Guideline of the Digital and Information Agency (Digitální a informační agentura) to Act No. 99/2019 Sb. and with the Web Content Accessibility Guidelines — WCAG 2.1 standard.

The website aims to meet:

  • WCAG 2.1 at conformance level AA (Web Content Accessibility Guidelines)
  • EN 301 549 V3.2.1 — the European harmonised standard for ICT accessibility
  • Structured semantic HTML5 markup (regions <header>, <nav>, <main>, <aside>, <footer>)
  • WAI-ARIA attributes for dynamic elements (modal dialogues, drop-down menus, maps)

The basic content and navigation of the pages are available even without JavaScript or CSS. Interactive elements (maps, video playback) do require JavaScript — the information they contain is available in an alternative form (contacts and station addresses in text, a link to the video). The website is fully operable by keyboard (Tab navigation, Esc, skip link), usable with speech output (screen reader) and also when the text is enlarged in the browser (Ctrl+/Cmd+) up to 200 % without loss of content.

Use of cookies

This website accesses cookies in accordance with Act No. 127/2005 Sb., o elektronických komunikacích (on electronic communications), as amended.

What are cookies?

Cookies are small text files that the browser stores on your device. Thanks to them, websites remember your actions and settings, so that you do not have to enter them repeatedly.

Which cookies do we use?

During ordinary browsing of this website no cookies are stored on your device — neither technical nor analytical ones. That is why the website does not display a cookie bar: no consent is required, because we do not access the storage of your device beyond what is strictly necessary at all.

  • Necessary log-in cookie — the only cookie the website uses serves to maintain the session of logged-in users (the website editorial team). It is not set for ordinary visitors. It is technically necessary and does not require consent.
  • Visit statistics — we use the analytics tool Matomo, operated on the server of the website supplier (no data goes to Google or to any other advertising network). Matomo is configured in cookie-less mode — it stores nothing on your device and respects the "Do Not Track" setting in your browser.
  • Embedded YouTube videos — they are loaded only after the play button is clicked (until then you only see a preview stored on our server and no request goes to the YouTube servers). The player uses the privacy-enhanced mode (youtube-nocookie.com); only after playback may YouTube (Google) store its own cookies under its policies.
  • OpenStreetMap maps — the map tiles on pages with a map (districts, speed display signs, cameras) are downloaded from the servers of the OpenStreetMap Foundation. This is a technically necessary transfer (when the map is downloaded, the server sees the IP address of your device); no cookies are set in the process.
